That message could be due to a number of different causes. Withouth knowing alot more info it would be impossible to tell.

how do you reproduce this error?
what version of exchange and service pack?
posting the server os and sp level would be considerate of you also

I'm just starting out with Exchange 2003. So we made some boo-boos. In one case it was due to the receiving mail server. This happened with both AOL and AT&T internet accounts. When we sent emails from our exchange server to either an AOL or ATT account we got that error. Eventually it actually bounced back.

To resolve it with AT&T I had to email abuse_rbl@abuse-att.net and explain the problem. They took a day or so but did fix it. Apparently they had our email listed as "suspect" and gave me a stern warning. Que Sera!

AOL was a little different. Our reverse DNS zone wasn't set up yet and apparently AOL will not accept emails from us without it. I can't remember if that's all it took or if I had to contact someone there. I think I googled "How come I can't send email to AOL accounts".
