Microsoft exec pitches Internet usage tax to pay for cybersecurity

It's a nice little article in which Microsoft Vice President Charney compares cyber-security to that of national healthcare (good comparison huh?). He also mentions that a Web usage fee is one way to subsidize efforts to combat emerging cyber-threats. Interesting article. Check it out.

edit: I forgot to mention that I personally think a Web usage tax is unwarranted.

We already pay such a tax

It's called an Internet Service Contract.

Usually we pay money to an ISP. Usually very large sums of money.

Backbone access providers should have to pay the tax.

I agree that backbone access providers should have to pay for it.
It's ridiculous to say that the tax will be for security too! Just use open-source software.
