NEC Powermate V166e moving to Win 98

Trying upgrade to Win 98 on this system. I am having a problem with the SiS 5513 Dual PCI IDE Controller - when it exists in the profile, Win 98 will not start. When I delete it Win 98 runs ok. Win 98 will recogonize the device and set it up again, but I pass by the re-start option and Win 98 runs.

I have sent messages to NEC technical, they have not responded. Any ideals of what the problem is and possible fix.

If your devices still work without the controller, I would remove the PCI IDE controller from the device manager, reboot, enter the bios settings and make sure that a PnP OS is enabled in the advanced menu. ALso, go to www.sis.com and under support>driver download> and download the side213.exe in motherboard patches.
