There are only 2 com port by default on a computer. How do you know that your modem is on com port 3 unless Windows 98 has detected it.
What kind of modem are you using? Internal, external(PCI or ISA) or USB? Newer hardware nowadays are plug and play and when you have installed the driver, it will assign the appropriate com Port. Some will allow you to assign the Com Port number.
1. Try to enable Plug N Play OS in your BIOS.
2. Go into your Device Manager, did you see an inknown device. It means that the driver is not properly installed.
3. Click to expand and select the modem. Click on Properties tab and then driver. Click on the Update Driver button. Have your latest modem driver ready.
After finished installing, restart your computer.
I hope these steps helps.

IS this the port that it was assigned to by default? if not try reinstalling the modem then just accept the default settings. but you can create a port by clicking Start\settings\control panel\ports then follow the dialog to create the port but if memory serves me most modems are on com 2.
I hope this helps.

1st. how many serial ports that on your PC ? Normally, most of the PC only have 2 serial port (com1 & com2). You can configure your com port from com1 to com3 or com2 to com4 from Control Panel - Port applet.
Good luck.

Try this:
Open Control Panel/System. Select the 'Device Manager' tab. Look for 'Unknown Devices'. If there are no 'Unknown Devices' folder then this answer will not work. Delete the devices (except PC Card type devices) listed in the 'Unknown Devices' folder and restart Windows. If your modem was in this section it may not appear to be a modem. Deleteing it and restarting Windows will allow the modem to be detected. When installing Windows 98 more time than not the modem is not automatically detected and will automatically placed in this section.

Make sure you have your modem driver disk when prompted.

Good luck.

To do this manually simply goto the Add New Hardware Wizard in the control panel. It will look for P&P devices but it won't find yours. Tell it you want to pick the device from a list. Select Ports (COM & LPT). Slect standart port types and Communications port. click on next. It will allways add the next available com port. e.g. If you already have COM1 and COM2, it will set the next one as COM3 and set the resources for that port appropriately.
