What is the error code you get here, IS there a master browser conflict? If so Enable file and printer in the network neiborhood properties box for a short time to make some changes. after enabling sharing and rebooting go back to network neiborhoodproperties and scroll to the bottom in th dialog box. Here double click file and printer sharing. This will bring you to the advanced dialog box. Here you want to disable Masterbrowser and enable LMHOST. reboot and try this.
There are a few other problems hooking up 98, one way to take care of some of them is to make sure you have gone to windows update page. This may help or solve your problem.
If you get error codes, add them to your question.

Start with the basics. Check network drop and cable. Will a known working pc work on that drop? run winipcfg …is dhcp working for this pc? do you have green/yellow light on nic showing a connection? if all these things are in order than I would look at the other post and perhaps reinstall nic driver

If you can ping the issue should not be related to the hardware. What about the Domain or Workgroup settings for this PC? Also, if the DHCP is working correctly check to make sure the PC is also using / receiving the correct Subnet Mask, etc.
