is this Windows Active Directory designing? if so, there is no perfect design for a network.

A network is not just physical structure and hardware. There are AD design and structure, DNS placement, security design both WAN and LAN, server role design and placement, user requirements, domain/forest design, domain name structure, and other design parameters all determined by the business needs.

I would gather information on the following:
1) Required applications (including OS and hardware specs required)
2) Network Policy Issues
3) Network Security Issues
4) Identify working groups and logical operating units
5) Determine remote and multi-location parameters

From the above information, you can then start to sketch out the topology and policy structure for a new / re-designed network

Then comes the fun part, proposals to get appropriate budget to implement what is required to do the job properly

Without having ALL details you can not tell if network design is good or bad. Same design may be good for small SOHO-type company, but may be bad for a big corporation. Another design may be great for a big Data Center, but will be wasted money for a small company.

Good luck,

Talk to the company and then the end users and find out what is required in OS and Software packages and also what your Budget is and then design something that will work for the environment that it is deployed in and comes in close to the Budget.

There is no Perfect Design just something that works and is fairly secure within the allowed budget for the project.
