All fields are required. Username must be unique. Password must be a minimum of 6 characters and have any 3 of the 4 items: a number (0 through 9), a special character (such as !, $, #, %), an uppercase character (A through Z) or a lowercase (a through z) character (no spaces).

I will assume you are on a Win98 machine looking for a windows logon or Family logon.
You can go to Start>Settings>Control Panel>Network Here you will have a dropdown box labeled Primary Network Logon. You can change this to windows logon, family logon, or Client for Microsoft Networks, however these have to be available to you, if they are not, click on the add button right above the dropdown box. Select the “Client” network component, then Microsoft as the Manufacturer. Click on Microsoft Family Logon, only use the Client for Microsoft networks if you are on a network. Click Okay, you will need your Win98 disk. Now change the primary network logon to the new client you installed click okay. You will now have to reboot.
Assuming a win9x machine, make sure that your default login is set to either Family Login or Client for Microsoft Networks. With this done, do a system-wide search for .pwl (password list files). Delete any that you find. If you set you default login to “Windows Login” but don’t give it a password, it will automatically log you in, so you won’t get a login prompt. Deleting the pwl files will cause it to prompt you for your passwords again.
Assuming an NT Workstation machine, simply removing TweakUI should do the trick.
