Where can I get good tools to monitor users on a network?

Monitor in what way? Browse history? Actually see what the user is doing?

Monitor Users, which files are open, who is logged on I want a secondary software to do that

Nice product, a bit heftyt price tag, but its basically an App that uses scripts to get the info you need.

My tools

Depends on the type of monitoring. Personally I use WhatsUp Gold to watch servers and branch routers for up-down, and it also watches server logs for security events. That takes some custom setup to watch for specific security events.

I use NTOP and have it watch the netflow from the company's internet gateway router, so I can see what all users are doing on the internet.

Between those two there's not much that happens on my network that I don't find out about, usually sooner than later.
