Network setup a thermal printer – router – cable modem

How do you setup a thermal printer (fixed IP) connected to a router which is connected to a cable modem?

    Cable modem : Hitron cgnv21
    Router : D Link dwr-922 4G LTE
    Thermal Printer : XPrinter Q260iii (manual https://postorg.com.ua/published/file/Xprinter/configure%20IP%20address%20for%20Ethernet%20port%20printers.pdf)

The thermal printer works correctly when connected (LAN cable) directly to the Cable modem.
When the internet fails, I can’t print because I use an online POS.
I bought the router so that when internet fails in the cable modem, I stay connected through the 4G LTE router. So I need all my devices connected to the router.
The router connects through WAN correctly to the cable modem. If it defaults to the 4G LTE connection, the IP address changes.
When the thermal printer is connected (LAN cable) to the 4G LTE router, I can’t print anything (the cellphones I use to send the print order are connected to the same router).

Is it a subnet problem? (keep in mind that the IP address of the 4G LTE router changes when switching from the WAN to the 4G connection).
(I’m a newbie at this BTW).
