how to network Local Area Network situated in different cities.So that to access servers & other Pc's between users of different cities.

Yes, a VPN is by far your best solution.

Each network (city) will have to have a unique subnet, or your VPN will become a routing nightmare. Also VPNs and VLANs usually don't mix very well.

Make sure you get a firewall that can handle the load (like a Pix or Sonicwall).

Use AES or 3DES encryption, and IKE keys that are renegotiated every 8 hours. Either SHA1 or MD5 hashes will be fine as well.

If you are pulling large amounts of data through the VPN, consider using a thin client (Terminal Services/Citrix) solution.
