It depends on the market, but if it’s for business contact a few sellers and ask them for a quotation.

The problem with most sellers is that they don’t want to come up with quotations based on the specs alone – they’re asking for model numbers (part codes) meaning that I need to identify specific products meeting my requirements before raising the RFQ

This is something those Cisco engineers along with other companies do.

No, there is no tool that does this because it would ALWAYS BE WRONG.
