no control panel access

We have 2 machines on ME. One of them will not let me access anything on the control panel, also if I right click for the properties on the desktop it won't let me in there either. I get a message that the files or related files cannot be found or I do not have the proper rights.
I have no idea how to get around or fix this.
Please help.

Are the machines part of a network ? Are they used by same type of users (with same local rights/ access levels ?). Was the situation like this from the begining or it suddenly started to act up ?

The Control Panel and Desktop accessibility are also set through the registries. If you don't have access to those either (Run->regedt32) you need to log in or run regedt32 as local admin.

This happened suddenly, I found this when trying to repair an ie6 problem.

Sounds as if you may have corrupted registry files.

Boot to DOS and at the c: prompt type scanreg /restore and restore to a date point you did not hae this problem.

I already did that, it cured my ie6 problem but not the control panel problem. I did read about a setting in Spy bot which IS installed but have not tried it yet.

Few things...

1. You could have a virus which causes the ctrl panel to become unusable / errors.

2. Get adaware - www.lavasoftusa.com - install it, update it, run it... Clean bad files, reboot. Try again.

3. Windows Update - Ensure you have the latest patches.

4. Registry may be corrupt - Use this utility to make yourself a nice little registry repair program http://jayroos.com/tech/tips.php?ID=32 (remove any spaces)

This isn't really an answer, but...
We I started my current job we had multiple machines running ME. I had more problems that you can imagine with those machines. My solution was an upgrade to WIN XP. ME is a crappy product, it shouldn't have even be released.

I had this problem on a friends computer. The problem is a corrupt file names win32dll.exe. I think that was the name. You will have to replace that file from your Windows ME disk, or restore disk. It is in the win_17.cab cab file.

This was it,It was caused by the sircam worm
