Normal.dot in a Mandatory profile

I am doing work in an environment where all desktops are tightly locked down by local reg entries and GPOs. All users are pointed to the same mandatory profile. This profile contains a custom normal.dot. The issue is that when a user opens an MS Office document, their user info is then associated with that normal.dot. When the user closes Office, a warning dialog box appears on the server stating that a change to the normal.dot was attempted. This happens for every user, every time they use Office. This leads to extreme amounts of these dialog boxes on the server.
The question:
What is the correct way to do this, or, what is the best way to stop this?
