Norton cannot delete infected cab files.

Hi,
Norton Antivirus has found 66 files on a machine running W XP. It cannot repair, Quarantine or delete. When Norton finds them they are listed as ia.dll. When I ask for more details during the scan norton report that they are located here
C:\documents and settings\administrator\local settings\temporary internet files\content.IE5\opcpurod\ia_xp(9).cab They are all listed as in the same location up to \content.IE5\ then the next folder changes names and file names change to similar ones all ending with a different number in parenthesis.cab I have followed the full removal instructions from Norton and also followed there tutorial . I have done all the removal using safe mode and nothing. I have disabled system restore.
