Norton firewall with XP as VPN server needs listening app bound to VPN port

I’m trying to enable a VPN connection from my laptop as client (running XP Pro SP2) and a desktop at home (also running XP Pro SP2). If I first disable my server’s Norton (2003 Internet Security) firewall, it works fine…but the firewall disallows SYN packets against ports with no listening application…and as a security measure that seems only prudent. Is there a simple way around this issue? I’m using port 1723 for the VPN connection. I confess I don’t fully understand why I’m having this issue with a VPN connection when I don’t have the issue with Remote Desktop; perhaps the latter does employ an application listening on the port used for that solution. Byt I’m suprised that telling the server you want to entertain inbound connections using VPN doesn’t do this as well. Any suggestions welcomed. Thanks.
