Not Powering Off

I just picked up a new PC to me. It was running W98SE when I got it. Was told that the problem that when you poweroff the PC that it restarts, and you need to poweroff again before Windows starts was a W98 bug.
It is now running W2000 and the problem remains. I change the reg setting to poweroff at shutdown. Now I just have a choice b/w restart and restart.
The bios is an Award bios and I have tried to disable any of the power mgmnt settings that may be causing the problem.
I am not sure where the problem lies.

Are you sure it is a software problem?

Try this. Remove the cover. See if the external power switch is just a piece of plastic that is used to activate the "real" power switch behind it. That switch may be stuck or defective. I've had this problem with certain Compaq/Digital machines.

You did not mention weather the PC in question is in a networked environment or not, but I will assume it is. The next time you power down the PC, pull the network cable from the back of the PC. If the PC powers down normally, you have found your culprit. Go into your BIOS and disable the "wake on lan" option. It could just be PC is responding to network activity.

I had a similar problem. Look in "msconfig" to see what is running in Startup. You can disable things one at a time to see if the problem lies there. If not, if it is a networked PC, try reinstalling the NIC drivers.

msconfig is a w98 utility. I am running w2k. Have already reinstalled the nic drivers.

Ive had *numerous* problems with power down on computers running old anti-virus software. Microsoft also has some shut down supplements you may want to download. We solved our problems on a 750+ node LAN with a new version of NAV and Microsofts updates.

Got into the Bios, and change the setting from 4 second delay to instant off.
Now works fine. Don't ask me why.

Thanks for the time taken on the other suggestions, however I had already tried them before I made the post.
