Office Network Setup Advice

Hi All,
My company is trying to implement our internal network setup which I would like to have some insights from the pros here.

What we are trying to achieve is having a local network which is for central file storing and internal email/messaging only for within the company.

I also want to restrict connection with some of the clients for internet access but allow some to have full access.

Our company's email is stored on a server on the Internet which I would like this to be able to be downloaded but without mixing it with the internal email/messaging.

Our current hardware that we have is 1 server , 1 DES-1016D 16-Port Desktop Switch, 1 3COM 3CRWDR101A-75 Wireless router and 15 clients.

I'm trying to understand more before making a decision which setup should I go ahead best with.

I was recommended to have setup to be done as: Internet->Server->Switch&Wireless Router->Client

Is this the best set up so the network will be secured and functional? Please share your thoughts and any recommendations. It would be a tremendous help for me.
