Open port on every Exchange restart

Whenever I restart my Exchange Server 2003 my users cannot use RPC-HTTP in their Outlook (Cannot connect to Exchange).
After investigating with WireShark I noticed that there was a port to be opened on the Firewall.
It worked well until I had to restart the server again... I searched again with WireShark and the port number had changed again !
From what I was told there normally was no reason for a specific to be opened.
Do you have any idea why ?
