Outlook 2003 Calendar problem - Unrestricted access

I actually have two problems. We use Exchange, Server, and Outlook 2003, with XP Pro for our workstations across the whole company.

1. My boss was trying to view someones schedule, to schedule an appointment at a time they're available. For some reason though, he was able to view some peoples availability/calendars, but not others. He asked me to find out why. I couldn't find an answer.
2. While I was 'messing around' with my settings, I asked my colleague to try something. He can view my calendar, and I his... however, I noticed that neither him or I have any permissions set to allow anyone to read, let alone create items. Lo and behold, I can create an appointment on his calendar for him and another random employee. This can be done on my boss's calendar as well. Again, he has no permissions set to allow anyone to create events on his calendar.

Can anyone explain, or provide guidance to these problems?
