Outlook will not connect

I have a windows 2000 server that first I installed outlook 2000 and when I tried to setup a profile it gave me the error "The Microsoft Echange Address book was unable to log onto the Microsoft Exchange Server" I have then removed Outlook 2000 and installed outlook 2003 this did not correct it.
I can ping the exchange server by number and by name. I have tried a couple of different users one of which was the admin account. I get the same error. If you are wondering why I am setting outlook up on a server it is for my help desk program that needs it.
I tried to Google the problem but nothing really helped.

The Exchange address book is a function of DSProxy running on the Exchange 2K or 2K3 server querying AD.

Is the address book working for everyone else?

Poster rated this answer.
The problem was that the RPC service was not running so I added the RPC.dll back. I found this sugestion by searching the Web

The address book works fine for everyone else I have even set up Three other computers with Outlook 2003
