PC hang when bootup to Windows.

I have a customer with a PC which everytime it bootup to Windows, its hang. Even I plug in a new hdd and trying to install a new OS, it still hang when its started to run setup. When I reset the PC, I got blank screen. It can only bootup if I turn off and turn it on again. I changed the ram and video card, it does not make any differents. The motherboard is a Jetway 771AS, Video card is Winfast Geforce3, Ram is a 256mb pc100 and Cpu is a Amd 750mhz. The OS is Win XP Pro. I cannot find any upgrade for the motherboard’s bios. When I tried to install a different OS on a new Hard disk, it does not make any differents. Please help me.
