Generally sudden computer restarting problems are due to a failing/overheating power supply.

You could try opening the computer (powered off of course), cleaning the whole power supply (by blowing it out with a can of compressed air) and pay special attention to the fan and cleaning it out (the fan in the PSU). If it's got a lot of dust/grime coated on it, that will make it work harder. The fan may shutdown, cause a buildup of heat, and the whole of it can shutdown and restart.

If the PC continually restarts when you attempt to shut down, start by either disabling fast shutdown.

The simple way to do this, is to install the shut down supplement.

There is a very good shut down trouble-shooting guide posted at www.aumha.org

Another thing to check, is the shut down circuit on the motherboard.

When you press and hold the power button, does the PC shut down?
If no, verify that the shut down function is enabled in BIOS settings.
If shut down is enabled, the problem may be with the power control circuit on the motherboard, or the power switch itself.
If the motherboard, there is no easy repair short of replacing the motherboard.

suggest you also check the CPU for overheating or the CPU fan not cooling enough, as these can cause system reboots as well. Activate your inbuilt cpu temp moitoring and check on it, if it stays fairly constant this is not the problem.
