PCI slot does not recongize NIC

I am installing a new NIC into an open PCI slot, the system boots up, but the operating system does not load. I only get a blinking cursor on the left top hand corner of the screen. I tried to move the NIC to different PCI slots and still same problem. I remove the NIC and system boots up normally. The POST only has one short beep, the BIOS version is displayed. (Ver 1.0)
FYI- I’m running windows 2000 Pro. I’m currently using 4 out of the 6 PCI slots. I also tried moving them around but with no luck. I checked the paper work for both the cards and motherboard and there is nothing in regards to setting a jumper. My motherboard is an AOPEN AX4B-533. I checked with their site, and they have nothing in regards to this problem.
NOTE- I’ve tried 4 different types of cards (2-3Com cards, 1-Compaq card, and 1-Netgear card).

The purpose of installing the NIC is to hook up my Cable modem.
