pdf editing

I need users to be able to open Adobe Acrobat .pdf files and do "Mark Up's" or Red Line changes. I don't need to create pdf's and don't want to spend $200 per user for Acrobat full product. Anyone know of a alternative software that allows basic .pdf relineing or editing for less that full product acrobat.

You can edit a PDF file with Adobe Photoshop if you have the Application installed on the network so that it is available to users

Havn't used it myself yet, so can't tell you how well it works.

You might also look at Adobe Photoshop Elements (formerly Adobe Photo Deluxe)
The older version did have some PDF tools.

Jaws does not actually edit the PDF it adds notes over the top. If another person opens the pdf without Jaws installed they do not see the edits or notes

The first link is for Jaws PDF Editor... allows you to use strikeouts, underlines, highlights and post-it type of comments with balloons to add more notes if you need to. You can move graphics or text if you need to. It's command structure is very similar to Windows/MS Word and is easy to use.
