Performance And Tuning Guidelines A Heterogeneous (Linux/Windows) Network

I am developing a heterogeneous (Linux/Windows)network. I am currently using Red Hat 8.0 on 9 servers and 1 laptop. I am using Windows 2003 Server on 3 servers, and Windows XP SP3 on 2 laptops. I know I need to update/upgrade my version of Red Hat, but I want to work out some "wrinkles" in my armor before I upgrade...

What are the "best" practices for performance and tuning a Linux/Windows network, and why???

What are the "best" tools and utilities for a Linux/Windows network??? Which of the tools and utilities will work on both OS and why???

What scripting language can be run on a Linux/Windows network???

Are there ANY "best" guidelines for security applied on a Linux/Windows network???
