Is there any way to ping DHCP?

If you are asking whether you can find the DHCP server by using "DHCP" as the ping argument, the answer is no, unless the DHCP server has had the alias DHCP created in DNS.

If DHCP has not assigned you an IP address for the physical network segment to which you are connected, you would not be able to ping anything on the network anyway (unless you assign a fixed IP address).

Have the DHCP client computer register with www.dyndns.org. They have third party software available which you will load onto the client computer for automatic updates for when the IP changes. This way you'll ping a dns name (eg. ping ???.dyndns.org)
