POP3 messages on server remain? or deleted?

Everything I've seen says that with POP3, email messages are deleted from the server when downloaded to an email client. However, I've also seen the option to leave email messages on the server when using POP3.

What is the technical explanation for this? Is it an extension to POP3 that allows messages to remain on the server?

Your best bet is to read up on it on Wikipedia or some other source:

It is my understanding that the leave mail on server option is not really a POP3 extension, but more of an option within the email client. When you have "leave on server" checked and then check your mail, the client keeps a local list of all the email items that it has downloaded using a unique identifier for each message - this is used to prevent downloading the same email twice. In addition, the POP3 server is instructed to keep the email message.
