POP3 Virtual Server

I have a Windows Server 2003 Fully up to date. Running Microsoft Exchange Server.
I have a POP3 Virtual Server I want to start on Reboot.
It doesn’t. There is no event log for this.
I have the POP3 Service set to automatic and I have the Virtual Server started before I reboot. I have been told it is “sticky”.

Any suggestions?
