Preventing internet access in WXP

Have a server with 3 workstations that talk to each other utilizing IP addresses. The server acts a domain controller.
How can I prevent users from accessing the Internet?
Is there a policy that can be used?

I don't know if this would work or not but one way is to create a GPO and have it set the proxy server to 127.0.0.1 ?

More information would help...
-- Is there a proxy/ISA server in place?
-- What is the network layout? (router? Internet connection sharing? etc)
-- Is DHCP in use, and what is serving the addresses?
-- Are you looking to block based on a schedule or 24/7?

You can always set up an incorrect or blank gateway in DHCP, but that is not a great solution and will be a headache if your users need occasional access.
