First off, the W98 system may not have enough power to run the printer driver.

Per HP, the system requirements are:

"For PC: Any Intel? Pentium? II or Celeron? processor (Pentium III or higher recommended); Microsoft Windows? XP, 2000 Professional, Me, 98 SE, 98; 128MB RAM for XP, 2000, Me, 98 SE, 98 (256MB RAM recommended for all operating systems); 950MB available hard disk space for software installation for XP, Me, 98 SE, 98 (1.1GB recommended)"

As a shared network printer, you do NOT install the driver directly from the CD.
Exit from the CD, then go to Start Menu,
Settings,
Printers,
Add new Printer.

Specify that this is a network printer, and follow the wizard to find the printer.
Then, once the wizard asks for the driver, click on have disk and browse to the CD.

is it shared on the xp box and is the xp box running in simple file sharing mode.
did you use a make and use a network setup diskette. make it on the xp box and use it on the win98 box. it will create the accounts you need in case you are having a rights issue...but it does sound like you are trying to install the printer locally instead of as network printer. tell us the exact steps you are taking and the exact error message?
then try again with installing the printer driver. it is ok to say it is a local printer, just don't have it try to detect it. you can just arbitraily put it on say, lpt1. of course, a test page will not work. you can go back in later and create a port using the unc of the shared printer. you will have to type in the unc of the printer like \\winXPbox\printersharename.
but you may find it easier to just set it up as a network printer.
not all printers share nicely. have you visited the manufactuers website to see if yours will.

Go to explorer - printers. Select add new printer. The first question is: local or network printer: choose network printer and continue the wizard.
If the software does not install, go and reinstall the printer on your XP. Mostly, if the printer has different software for different Windows versions, you get a question about the install of the printerdrivers for what windows versions. Select W98 and XP. Finish installment on XP. Delete the printer on W98. Reinstall the printer as network printer. This should be all.

Good luck.
