Problem releasing "open files" on Windows 2008

My company has a small file share server on a Windows 2008 server machine that is only used by three people. Two of those people use Mac Snow Leopard to connect to the machine, one uses Windows XP.

The file share has a very extensive data structure, and people are always complaining that they are sometimes locked out of renaming folders and files. I've come to realize that it's because the files are still considered to be "open" by using the open files management tool. What's more the files are open by the person trying to do the renaming, even if he has the files and folders closed.

Is there a known issue with this that I'm not finding? Also is there a way to get the files to be released quicker? As it is now, I have them close all open files using the open files management tool, and it's working as a work around, but it's not a fix.

Any help would be great.
