Problem starting McAfee Device Control Process FCAG.exe

I am currently deploying McAfee Device Control across our network. The EPO Server has been set up on a 2003 server and Device Control Module has been snapped in. From there I have deployed the EPO agent and the Device Control Agent to the endpoints successfully. However, some machines are not enforcing the policy because one of the three processes that needs to come up, FCAG.exe - Is not starting on bootup.
I believe this has something to do with a restrictive group policy on user permissions. I would like to try solve the problem by changing the user permissions rather than using a registry entry or a log in script to start the file up, as that may cause problems in the future.
Does anyone know which permission - Or which group policy I should start at to check why this file does not start up?
