RAM miscount on boot by BIOS and Windows

Techies,
I am looking for some help on a puzzling problem and was wondering if you would give me your thoughts.
I have a creative tech. computer I built for my son with the creative tech’s m003nl47 board with Sound Blaster using the intel i440bx AGP PCI chipset. The BIOS is Awards Award BIOS 4.51 pgm modular with the Award plug and play BIOS extension V 1.0a and the board uses P100 DIMM which supports up to 1.024 gig RAM of 168-pin 3.3V SDRAM .
Now the problem is , I bought 4, P133 256 memory modules and installed them but upon boot the BIOS AND Windows only see’s 655.360 megs of RAM instead of the 1.024 gig RAM it should.
I thought there might be a bad module so I installed and booted the system one module at a time with a result of the system seeing approx. 164 meg per module of RAM ???
I’ve checked the BIOS including the gate A20 (Set to “fast”) and can not find the problem.
I’ve checked the FAQ’s at intel’s, Award’s (Phoenix) & Creative technology’s sites and can not find the answer.
Can you help me out ??
