Reboot All Workstations On Network Using Batch

I am a bit rusty with batch files and cannot seem to find what I am looking for. Basically I want to write a batch file that will reboot all workstations on our network that fall within a specific IP range. I would also want it to display a message on the workstation informing the user of the reboot. I have seen a few similar but not quite what I am looking for. Anyone have some code suggestions for this batch?
