Recovering FAT

I recently had difficulty installing a new HD. It is usually a rather simple process taking very little time. This was most difficult & time consuming.
I added a Western Digital 20.5G to a P200 that had 3 HD's. I was wanting to make it the Primary Master, it would not accept that position, reason unknow. I was able to get it as P Secondary. Once accomplished I moved to get it as Master, finaly had to go in as single.
Now, here is the issue: Somehow in the process 2 of the previous HD's apparently lost their FAT. They are recognised but when using FDisk, their File System shows unknown.
I have used every tool I know of to attempt recovery. Norton DOS Utilities, ScanDisk {it will not scan}, installing WIN to get it to see what it would do. I attempted to copy MBR & SYS files. Nothing has worked. Does anyone know of a way to restore the FAT without FDisk & repartioning.
