Recovering settings from old administrator account on PC

I have a PC running WindowsXP with administrator account. Yesterday, I attempted to create another account at the user level and accidentally I created another admin account. The PC was working fine, and able to switch between the two accounts until I turned the computer off and on again. Now, the previous account is gone all together. I don?t even see it in the control panel/user accounts. My Outlook is at the default level and my network settings are also not configured (due to new account).

My question is, is there any way for me to recover the either the old account or my initial settings for Outlook + network settings? My shared folders are all there as well as all my programs and files. The network (Internet) connection and Outlook data (Address book and folders) are all missing and that is causing me to wait before I do a system restore (if that is even the case). Before I do anything, I would like to know the best way to recover my old account (administrator) or system settings so to become operational again the way it was before the new account was created.
