I acn think of 2 things you could try
      1. is try to boot with a boot disk , when you get a dos prompt , try fdisk mbr
      2. Find out the make of the HDD and download the low level format utility from the manufacturer , low level format, fdisk and then format , you should then have C: then just install Windows again.
Good luck let us know how you get on.

1 reboot computer with boot disk
      2 from A drive type sys c:

this should transfer the system files.

or else just reformat the disk with the /s switch

Here is an easier soultion. Go into the CMOS change your boot sequence to boot off the CD-Rom.

Put the windows 98 se cd in the machine. choose the first option which is boot off CD (I think) then tell it to install win98.

Reformat the drive using format c: /s /q this will put the system files on it and go it quickley. Now here is somthing i always do make a windows dir and then make a options and then a cab inside one another so in dos it looks like this c:\windows\options\cabs in that dir put your cabs files from the win98 cd their. run setup from that location and you will never be asked for the cd again when you install somthing new and by default all programs look for the cabs in that location. just make sure in setup when it askes you to choose what dir to put windows in it will want to put it in windows000 get rid of the 000 and it will say that windows dir already exists are you sure say yes and your on your way
i thought it would be helpfull
