Remote access

I manage an IT Department for a non-profit organization. Obviously with any new solution I implement, cost is a huge factor.

Here is my problem. I currently have 9 sites connecting to our corporate network. We are using a VPN solution combined with Terminal Server. It is quickly becoming inadequate. We are going to be bidding on new programs and services that, if we get them, will greatly increase our need for site to site remote access and mobile user access. These users will be mostly document and file sharing. The solution also needs to be easy for my users to work with. Too many mouse clicks and people start complaining about difficulty. Seriously.

I'm looking at and will begin a demo of MS SharePoint Server and I've looked at Citrix but I thought I would post the question here to get some advice and opinions.

With this brief description of my environment, what would you implement and why? It must be secure and HIPAA compliant as my Agency is mainly a healthcare agency. Due to budgetary constraints, once I make a decision I am stuck with it for many years. It isn't easy getting the powers-that-be to grant me funding for anything new.
