reoccurring issue of tiled image on desktop

Hello,

My company is running a domain with group policy managing user desktop settings. One user has a reocurring issue where an icon that looks like a drop-down box down arrow fills up his desktop as his wallpaper.

It?s an XP SP2 machine in a Server 2003 network.

I?ve tried deleting/recreating his local profile. After which I copied over his old desktop folder to restore his icons. Makes me wonder if desktop.ini comes into play somehow?
I've also deleted the secedit.sdb file and updated his group policy on his machine and he?s receiving what other?s are receiving and his computer object is where it should be.

We run BGInfo to display IP and OS info on users? desktops but doing a preview function in BGInfo shows a normal desktop; one without an altered, tiled background image.

What could cause this?
