Sounds like a bios issue. A known issue in Win98 is the fast shutdown option. I have had it on a few Win98 machines.

Try this:

Normally, Win98 does what is called a "Fast Shutdown" so you can turn off your computer quicker. If these enhancements keep causing problems, you can disable this feature. Click the "Start" menu, choosing "Programs," "Accessories," "System Tools," and then "System Information." On the window that appears, click the "Tools" menu, selecting "System Configuration Utility." On the multi-tabbed dialog box that appears, select the "General Tab," and then click the "Advanced..." button. On the dialog box that appears, check "Disable fast shutdown." Click OK to close the dialog box.

Reboot and see what happens.

Dr. Bob is correct about this being a Windows 98 issue. I see it more on PC's connected to a network, but stand alone PC's as well on occasion. I do a work around by simply choosing to return to Windows rather than re-boot. Of course, not all software installs give you that option, but when the choice is there, I always shut it down myself after exiting the install wizard. Then I restart it normally.

Doing what the first answer said, clean out temp files, scan and defrag the disk are allstandard maintenance that should be done on a regular basis. If you do a lot of graphics or games, this should be done at least once a week. Norton System Works is a great software for making this maintenance easy to do if you're not a tech whiz.HTH
