Restrict user to a website

I have a department that needs to access a website to enter order status. I only want them to have access to this site. We are on a NT 4.0 domain controller. Is there any software or group polices that I can apply.

If your using a MS proxy server you can restrict traffic to 1 or any number of sites or IP addresses using different settings.

We are not using any proxy. We do have a watchguard 700 firewall.

Sure.
Disable Anonymous Access to the web site, and only run Windows Challenge/Responce authentication.
Then in the NTFS Security permissions for the files and folders for the web site (when you open Windows Explorer on the web server and navigateto where the web site is saved) only give the department's NT user accounts read/write access. Remove everyone else (except the Administrators group).

I am looking to access a website on the internet . I am not running a website. The EU has to go to a website. I do not want him surfing the web.
