restrict users access to certain sites

we have about 1200 machines on our networks. we want to be able to revoke individuals rights to the internet. the problem is that they need access to certain sites to do their job. my supervisor would like to be able to grant them access to other sites as well when they are given permission to do so, preferrably with a password. i tried using a gpo to configure the content advisor to allow only them sites and it works great until ur logged in as a user that should have access and the content adviser is still on..

I believe you can set this up through your firewall. In my former place of employment we did it with Watchguard.

we use cisco pix's but are trying to do it at the policy level

The best way is to either block sites or to use a program that white lists sites.
But, if you must do it through reg entries, then here is the key

trying to do in on a per user basis.. some users being restricted and others not.. however different users log in to the same machine. when i used group policy to "white list" items through content advisor the setting stayed for all users even those not in the GPO.. who should have access outsside of the content advisor

Are you running Active directory and browsing through proxy?

we use active directory but not a proxy.
