Restricy Internet Use on Metaframe

I am running Citrix Metaframe on a Windows NT 4.0 TSE. The server has internet access. Is there any way to restrict specified users from gaining access to the internet??

AFIK not by giving the server full access and then putting the restriction inside Citrix settings.
The way I can imagine is:
- Removing the servers direct access to the Internet on IP-level (reserve this access to the proxy application)
- Installa proxy application, on this server or separately. E.g. MS Proxy Server, NetScape Proxy, Sygate, Wingate. Preferably one with user account integration with Windows.
- Give solely certain users the right to use the proxy (happens inside Proxy user admin).

This needs changes to the clients also (e.g. browser settings), and the proxy may not support all kinds of Internet traffic. WWW and mail are usually okay, exotics like ICQ might not.
