Root Certificates Update KB931125 offered for install

I installed the November updates on my network last night, and today my XP machines are offering the Sept 2009 Root Certificates Update KB931125, which was installed in Sept. Moreover, it is repeatedly offered for install, even after it is installed again. Has anyone else heard of this?

I manually push out updates over the network once everyone leaves. However, this one keeps automatically downloading and requesting install. I feel unesy about it because one of my computers has already blue-screened. Is this some new form of attack?

Don't think it's an attack

I emailed Windows Secrets and got a nice reply from Susan Bradley, who writes a secruity column. She thinks it is a flaw in the May and September Root Certificates suche that one can't tell that it is updated and the other can't tell it is installed. Or something. Anyway, she hopes that the update released today will fix it.

What I get in the WindowsUpdate log is an alternation of like this:
Update for Root Certificates
Update for Root Certificates [Sept. 2009](KB931125)
Update for Root Certificates
Update for Root Certificates [Sept. 2009](KB931125)
Update for Root Certificates
Update for Root Certificates [Sept. 2009](KB931125)

So perhaps each update believes it is newer and tries to overwrite the other.

I can only repro on XP machines

Came across a post that said the issue might be an older update trying to reinstall itself over the newer one and a getting caught in a loop. Check your WSUS, decline the older update, wait 24 hours, and then run the server cleanup.

Looks like the November Update that just came out fixes this

My WSUS server just got the updates and it looks like the issue has evaporated.

It doesnot happen here. Windows XP Professional Systems.
Today we received 2 Critical updates {(KB973687) & Update for Microsoft XML Core Services 4.0 Service Pack 3 (KB973685)} and 1 Optional (Root Certificates Update KB931125) and they installed properly and only once. The Update History on the PCs show "Update for Root Certificates [November 2009] (KB931125)" and not September 2009. We even received a Microsoft Security Bulletin E-Mail and Feed for the same.
