Saving Cisco Router Config after Reloading IOS?

Ok so I get a router, 1700, 1800, I don’t have the pw. So I go into rommon mode, via control-break on boot and get the machine to reset. But what I notice it defaults to “Readonly ROMMON initialized.” After that it loads of the setup wizard. If I configure the router, then goto wr mem or copy running-config startup-config they both boot up the same, in rommon mode with nothing saved.

So what are these routers doing? They are booting an alternative version of the ios or bootstrap config?
