SBS 4.0 amd NT 4.0 performance issue.

I have a Small Business Server 4.0 SP3 PII 400 as a PDC (prior consultant). I added an NT4.0 SP6a PIII 600 as a BDC. Licensing *is* an issue (30 some odd user network, 25 max licenses on the SBS. Some users have trouble connecting..depending on who’s in and who’s out).
The problem is a very nasty performance issue on the NT4.0 box. Saving .DOC files sometimes takes upwards of 20 seconds. Client also uses a database app that INTERMITTENTLY runs at half the speed on the BDC as it does on the PDC. Besides the obvious (yank the SBS), is there a “Band-Aid” approach I can use until I’m ready to pull the SBS? I saw something somewhere about BDC checking PDC every 15min if it can’t connect to license service. Can I disable this somewhere? It’s only a 30 user LAN, so would replication even be an issue at this small level?
