Second FTP Site issues

I recently set up a second FTP in our org. within IIS. We have a webfarm using FRS to replicate all the web file changes. I created the second FTP site using the same IP but a different IP address. I currently am having no problems connecting to the original site using ftp://site.com, however when I try to connect to the second site using ftp://site.com:port I get an FTP Folder Error saying a Connection with the server could not be made and it suggests that I check the permissions.

The permission are all where they should be on all servers/folders involved. The second FTP site has it's own root diretory. I have checked all the firewalls to make sure the required port is open. And I recently discovered Event ID 10 on the server that handles the FTP connection that states my connection has timed out. Which tells me that I was authenticated with the server, but for some reason I can't get to the root directory. I have searched the internet and my systems to no avail, any assistance would be wonderful.

This should help. Regardless of the fact the second FTP site has it's own root directory, your default ftpsite in IIS has its own home directory. Whatever that directory is - open windows explorer and go to the folder. Right click and select properties. In the security tab add the user you have given permission to access the 2nd FTP site give the the following:
Read & Execute
List Folder Contents
Read

This will open the door for the 2nd site to use the services of the default site.

We already had the Everyone group with those permissions on the first FTP site home directory. I added the specific user with full control anyway just to see if I could get it to work but am still getting the same behavior.
