Security Camera issue

Ok, so I am new to tech republic for a good reason. I am having a major issue here at the location I maintain.
Our building has a security camera system that is fed by a tempest server. We have a Windows Server 2000 machine (yes I know this is out dated but the owner doesnt want to upgrade/replace it) that has all the software for the security cameras called “interceptor”.
The issue is this, when I installed our new router since the last one decided to go out, I made sure I setup port forwarding for the appropriate ports in the router, and nothing seemed to work. I get the error “connection refused by server”, all the settings are correct and the server is running, I can ping the server and I get a response. I have been at this for a week now (i know sad) and I am at a loss.

if someone has any suggestions please give them.
