Send as permission fails

I have a domain made up of a Windows2000 AD domain running in native mode. I have recently upgraded the Exchange server to 2003 running on a Win2003 member server. I successfully connected to the AD and everything is working fine except for the added permissions. The Send As permission seems to be overridden for users. I was able to setup and grant this permission at the Administrator level for all mailboxes but it doesn't work when I set this permission at the individual user level. The only way it works is when you grant the send on behalf of permission. This would be okay if the individuals had not had in the past the ability to "impersonate" their boss. Now they aren't exactly happy with it showing "Jane sent on behalf of the big boss" vs. the From "the big boss" that they used to see. Any ideas as to why this might be being blocked or a tool to use to fix? If I set the send as permission for a user the user dissappears and the permission with it. I've tried setting this from the DC and the Exchange server. Neither way sticks.
