Server cannot be ping'd

So we had a server crash and I went into the office and pressed the power button on and the green light came on, however I can no longer ping the server. I can no longer view it on the monitor because VGA port is no longer working, I did notice there are no lights on the power supplies and it doesn't really sound like the hard drive is spinning or running... The nic card is flashing correctly though...

So my question is do you think its the power supply that is causing this issue or something else?

I am using windows server 2003 standard 32bit
Its an HP ML350 server

I would check and see if your server is under warranty. If it is call HP and get them out there.

If your nic is flashing then its getting power some how... and if the redundant power supply's are not lighting up then how is the NIC lighting up? if the VGA doesn't work then the Motherboard is going to have to be replaced... bottom line, you need to get HP out there and run some diagnostics on that server.

This is an HP server, so have you tried using the iLO?
